London Borough of Waltham Forest
Walthamstow is changing. Walthamstow Central underground station is receiving a £15m upgrade, the Enjoy Waltham Forest programme
is enhancing local roads, and public spaces are being improved. Waltham Forest Council is taking the lead in planning for improving the town centre, and redeveloping this empty former Council office will help revitalise this key location. The Council is proposing the redevelopment as part of its wider regeneration programme, and has appointed the following team to create an aspirational design for the site, based on their established track record of delivering comparable schemes to a high standard.
Hill Partnerships Limited – design contractor

RPS – sustainability and transport
The RPS sustainability team assists with advice on feasibility, design, construction and the operation of buildings, and provide the project’s sustainability and energy assessments. The RPS transport team has a long-established record of successfully providing transport solutions for both residential and non-residential schemes.
STACE – project management
STACE is a construction and property consultancy who will play a key role in the delivery of the scheme as project managers, cost managers, and party wall surveyors.
AREA – landscape architecture
AREA is a Landscape Institute-registered practice of Chartered Landscape Architects. Their specialism is finding practical but elegant solutions for external spaces in a wide range of civic and commercial settings, including public streets, parks and gardens, and housing and community facilities. They base their work on the unique qualities of each site and the specific requirements of end-users, and put quality of place at the centre of their design proposals.
Pollard Thomas Edwards – architecture
Pollard Thomas Edwards (PTE) specialises in the creation of new neighbourhoods and the regeneration of old ones. Its projects embrace the whole spectrum of what makes a thriving and balanced neighbourhood – respect for context, community engagement, regeneration of brownfield land and blurring the distinction between market and subsidised housing. PTE are based in Islington and are active in nearly all the London boroughs.
